ROLE DESCRIPTION

CONTEXT
The Temple Quarter Enterprise Zone will create a significant number of new jobs in the Creative and Digital industries. The Zone will be marketed as an inward investment opportunity for businesses outside of Bristol, as well as a location where the city’s existing
creative and digital sectors can expand.


The City Council and the LEP recognize the importance of effective engagement with the city’s Creative and Digital sectors to develop, plan and market the Zone. We are creating the role of Creative and Digital Sector Lead in order to ensure capacity for effective
representation, particularly during the ‘start-up’ phase prior to the formal launch in April 2012.


AIMS
This role is being created to,
• Provide effective representation from Creative and Digital industries in the planning and development of TQEZ
• Facilitate open dialogue and collaborative working with all parties
• Mobilize the Vision for TQEZ e.g. with Developers, investors and local media
• Assist in the commissioning of Inward Investment and launch materials
• Provide a ‘creative face’ for the Inward Investment Service
• Ensure that the profile of existing creative businesses is harnessed to support the successful launch and development of TQEZ and that the national profile of Bristol as a creative technologies centre is amplified
• Help ensure that Creative and Digital businesses perceive TQEZ as a positive opportunity for the city and sub region, rather than having a negative impact on existing clusters.


SPECIFIC REQUIREMENTS
• Contribute to / review the brief for TQEZ marketing and Comms, to be issued in Jan. Help evaluate the responses in Feb.
• Proactive engagement with the Creative and Digital sector to ensure effective representation on the new Inward Investment Board (monthly meetings) and more generally
• Support the development of a new shared Inward Investment Service and physical presence in a proposed new Marketing Suite at Temple Meads (by April)
• Meet with Creative and Digital businesses who are interested in locating within the TQEZ, leveraging networks as appropriate (adhoc)
• Ensure Creative and Digital sector support for targeted inward investment events(e.g. Mipim in Cannes and Cebit in Hanover - both in March) help raise businesssponsorship and in-kind support.
• Represent Creative and Digital industries on the new EZ Temporary Uses Steering Group (monthly meetings)
• Support the development of the Bristol super connected cities broadband bid to DCMS (by Mid Feb)
• Contribute to the development framework / special plan for the EZ
• Support meetings with individual developers and agents to champion and represent the Vision for TQEZ (Ad Hoc)
• Support media work, including a launch event
• Positively contribute to delivering new businesses within TQEZ


REPORTING
Day to day reporting will be to Stephen Hilton, Futures Director. The post holder will also report to Alun Owen (TQEZ Director) and the LEP Board as required.


CRITERIA
The TQEZ has a clear focus on the Creative and Digital sector, and the Visioning of the Enterprise Zone has defined several core values. The post holder will need to demonstrate that they can work with and deliver these core values:


1. INNOVATION & CREATIVITY:
• Proven track record and profile within the Creative and Digital industries
• An understanding of the needs of the technology sector and how integration with the creative sector can be achieved.
• An understanding of the role of high-speed digital connectivity in addressing the needs of creative businesses.
• The ability to work collaboratively and produce results from diverse groups through
leadership, negotiation and communication.


2. SUSTAINABILITY:
• A clear understanding of sustainable development.
• Expertise in developing and delivering messages around the sustainability agenda.
• Good connections with the sustainable development community in Bristol.


3. INCLUSIVE:
• An awareness of the tone, character and creativity of Bristol.
• A supportive network of contacts from a range of backgrounds.
• Willingness to work with diverse groups to engage and strengthen the TQEZ proposition.
• The ability to work directly and effectively with the Bristol City Council and LEP team on the detailed planning and delivery of TQEZ.

At this stage we have a flexible view on the number of days that will be required but envisage that the role will entail a maximum commitment of 25 days. Remuneration will be on a day rate relevant to experience. This role is funded by Bristol City Council and SETsquared and will be
contracted through Watershed. It is anticipated that the role will continue after 6th April to provide the necessary on-going focus for this work both in the TQEZ and relevant Enterprise Areas, but this will be the subject of a separate appointment.
