Is there an Artists Quarter in Bath?

Overview
I am currently looking to move within Bath and (like a lot of people) at the level I can spend neither a dark basement or a modern bungalow fit my needs. Is there an over-looked-area of Bath where artists/creatives can live in characterfuland inspirational surroundings? I see lovely country cottages but I need to be within a mile of the centre. Bath Artisan (up-and-coming) Quarter - where is it ? If there isn't one I am happy to move into an area and start one. Any suggestions guys ?
